- It depends on whether the installation is permanent or movable, and on the zoning of the land
- Permanent water and power, a foundation the container is bolted to, and full-time residence usually mean a permit is needed
- Always check with the local municipality or sub-district office first. This article is not legal advice
Note: this is a general overview based on the projects we have delivered, not legal advice. Rules differ between areas, so check with the local municipality (Tessaban) or sub-district administrative organisation (Or Bor Tor) before installing.
Short answer: it depends on the installation and the location
A container that sits temporarily on the ground and can be lifted away is generally not treated as a permanent building. Once it is fixed to a permanent foundation, connected to permanent water and electricity, and used as a full-time residence, there is a good chance it counts as a building under the Building Control Act and needs a construction permit. Some areas also have town-planning rules, coastal-zone restrictions or local by-laws on top of that.
Cases that usually need a permit
- Pouring a concrete foundation and fixing the container to it so it cannot be removed
- Permanent water and electricity connections, with a meter registered to that house
- Stacking containers or adding structural extensions
- Using it as a permanent home, or as a shop that needs a business licence
Temporary worker housing on a construction site
Worker accommodation on a construction site is usually placed temporarily for the life of the project and lifted out when the work is finished. Most contractors declare it together with the main project’s construction paperwork. Ask the district office or municipality whether a separate notification is needed. See our example of 40ft worker accommodation with 4 rooms.
Paperwork and who files it
Normally the landowner or an authorised representative files at the municipality or sub-district office where the land is located. Typical documents are a copy of the title deed or a letter of consent to use the land, drawings with structural calculations, and a copy of the applicant’s ID. We can prepare container drawings to support the application. From a project we delivered: <<FILL describe a real case where a customer applied for a permit and how many days it took>>
How to install so it stays movable
If you want flexibility, set the container on precast concrete blocks instead of a fixed foundation, use plug-in electrical and detachable water connections, and design it so the whole unit can be lifted out by crane truck. Done this way, the home can be moved to a new site in a single day. See designs and prices on container homes, and if you want to change the interior layout, see container modification.
